      Chapter I General Provisions

      Article 1 These Regulations are formulated in accordance with the Constitution of the Communist Party of China and relevant laws for the purposes of thoroughly implementing Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, carrying out the general requirements for Party building in the new era and the Party's organizational line in the new era, upholding and strengthening the Party's overall leadership over state-owned enterprises, improving the quality of Party building in state-owned enterprises, and promoting the high-quality development of state-owned enterprises.

      Article 2 Party organizations in state-owned enterprises must hold high the great banner of socialism with Chinese characteristics, take Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the important thought of "Three Represents", the Scientific Outlook on Development, and Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as their guidance, adhere to the Party's basic theory, basic line, and basic strategy, strengthen the "Four Consciousnesses", firm up the "Four Confidences", and achieve the "Two Maintenances". They must uphold and strengthen the Party's overall leadership, adhere to the principle that the Party manages the Party and exercises comprehensive and strict governance over the Party, highlight political functions, enhance organizational capacity, strengthen the sense of mission and responsibility, promote the deepening of reforms in state-owned enterprises, improve the modern enterprise system with Chinese characteristics, and enhance the competitiveness, innovation capacity, control, influence, and risk resistance of the state-owned economy, so as to provide a strong political and organizational guarantee for strengthening, optimizing, and expanding state-owned capital.

      Article 3 The work of Party organizations in state-owned enterprises shall follow the following principles:

      (1) Adhere to the unity of strengthening Party leadership and improving corporate governance, and integrate Party leadership into all aspects of corporate governance;

      (2) Persist in the in-depth integration of Party building work and production and operation, and test the effectiveness of Party organizations' work with the achievements of enterprise reform and development;

      (3) Adhere to the Party's management of cadres and talents, and cultivate a contingent of high-quality and professional enterprise leading personnel and a contingent of talents;

      (4) Adhere to focusing on the grassroots and laying a solid foundation, highlight the building of Party branches, and enhance the vitality of primary-level Party organizations;

      (5) Adhere to wholeheartedly relying on the working class, reflect the dominant position of the enterprise's staff and workers, and consolidate the class foundation for the Party's governance.

      Chapter II Organizational Setup

      Article 4 For a state-owned enterprise with more than 100 Party members, a primary Party committee (hereinafter referred to as the Party committee) shall be established. If an enterprise has fewer than 100 Party members but really needs to set up a Party committee due to work requirements, it may also establish one upon approval by the higher-level Party organization.

      For an enterprise with more than 50 but fewer than 100 Party members, a general Party branch committee (hereinafter referred to as the general Party branch) shall be established. If an enterprise has fewer than 50 Party members but really needs to set up a general Party branch due to work requirements, it may also establish one upon approval by the higher-level Party organization.

      Where there are 3 or more full Party members, a Party branch shall be established. A Party branch with 7 or more full Party members shall set up a branch committee.

      With the approval of the Central Committee of the Communist Party of China, central-administered enterprises generally establish Party groups, and central-administered financial enterprises establish Party committees with the nature of Party groups.

      Article 5 The Party committee of a state-owned enterprise shall be elected by the Party member congress or the Party representative congress, with each term of office generally being 5 years. The general Party branch committee and the Party branch committee shall be elected by the Party member congress, with each term of office generally being 3 years. The election for a new term shall be held on schedule when the term of office expires. In accordance with the affiliation of the Party organization and the authority for cadre management, the higher-level Party organization shall generally remind (the lower-level Party organization) 6 months in advance to make preparations for the election of a new term.

      The election of party organizations for enterprises (units) directly under central enterprises shall be guided by the party committees (party groups) of central enterprises, and the approval procedures shall be handled in accordance with relevant regulations within the party. Central enterprises and their directly affiliated enterprises (units) can hold party member representative conferences to allocate representative quotas to the lower level enterprises (units) under the jurisdiction of local party organizations.

      Article 6 The Party committee of a state-owned enterprise shall generally consist of 5 to 9 members, with a maximum of no more than 11, including 1 secretary and 1 to 2 deputy secretaries. For those with a standing committee, the standing committee of the Party committee shall generally have 5 to 7 members, with a maximum of no more than 9, and the Party committee shall generally have 15 to 21 members. Members of the Party committee shall generally have a Party standing of more than 3 years, among which members of the Party committees of central enterprises and their directly affiliated enterprises (units) as well as provincial state-owned enterprises shall have a Party standing of more than 5 years.

      The general Party branch of a state-owned enterprise shall generally consist of 5 to 7 members, with a maximum of no more than 9; the branch committee shall consist of 3 to 5 members, generally no more than 7. For a Party branch with fewer than 7 full Party members, one secretary shall be appointed, and a deputy secretary may be appointed if necessary. The secretary of a Party branch (general Party branch) shall generally have a Party standing of more than 1 year.

      Article 7 The secretary, deputy secretary of the Party organization in a state-owned enterprise, and members of the standing committee of the Party committee (where a standing committee is established) shall generally be elected by the plenary session of the committee at the corresponding level. The election results shall be reported to the higher-level Party organization for approval.

      When the Party committee (Party group) of a central enterprise deems it necessary, it may transfer or appoint the person in charge of the Party organization of a directly affiliated enterprise (unit).

      Article 8 A Party committee of a state-owned enterprise shall establish a discipline inspection commission or a discipline inspection member, and a general Party branch committee and a branch committee shall establish discipline inspection members.

      Article 9 In the process of advancing the reform of mixed ownership, state-owned enterprises shall establish or adjust Party organizations simultaneously, straighten out the affiliation of Party organizations, select and assign responsible persons of Party organizations and Party work staff members simultaneously, and effectively carry out Party work.

      Article 10 For temporarily established organizations such as engineering projects and R&D teams set up to carry out a certain task, if the organizational relationship of Party members is not transferred, a temporary Party organization may be established upon approval by the higher-level Party organization. The members of the leading group of the temporary Party organization shall be designated by the Party organization that approved its establishment.

      Chapter III Main Responsibilities

      Article 11 The Party committee (Party group) of a state-owned enterprise shall play a leading role, orientate the direction, oversee the overall situation, and ensure implementation, and shall discuss and decide on major issues of the enterprise in accordance with relevant provisions. Its main responsibilities are as follows:

      (1) Strengthen the political construction of the Party in the enterprise, adhere to and implement the fundamental, basic and important systems of socialism with Chinese characteristics, and educate and guide all Party members to always maintain a high - degree of consistency with the Central Committee with Comrade Xi Jinping as the core in terms of political stance, political direction, political principles and political path.

      (2) Thoroughly study and implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, study and publicize the Party's theories, implement the Party's lines, principles and policies, and supervise and ensure that the major decisions and arrangements of the Party Central Committee and the resolutions of higher-level Party organizations are implemented in the enterprise;

      (3) Study and discuss major operational and management matters of the enterprise, and support the shareholders' (general) meeting, board of directors, board of supervisors and management in exercising their functions and powers in accordance with the law;

      (4) Strengthen leadership and check on the selection and appointment of personnel in the enterprise, and do a good job in building the leading group, the cadre team and the talent team of the enterprise;

      (5) Perform the main responsibility for the construction of a clean and honest Party conduct in the enterprise, lead and support the internal discipline inspection organizations in performing their duties of supervision, discipline enforcement and accountability, strictly enforce political discipline and rules, and promote the comprehensive and strict governance of the Party to extend to the grassroots level;

      (6) Strengthen the building of primary-level Party organizations and Party member teams, and unite and lead the staff and workers to actively engage in the reform and development of the enterprise;

      (7) Guide the enterprise's ideological and political work, cultural and ethical progress, and united front work, and lead the enterprise's mass organizations such as trade unions, Communist Youth League organizations, and women's organizations.

      Article 12 Party branches (general Party branches) of state-owned enterprises, as well as Party committees established in internal institutions, carry out their work centering on production and operation and play a role as fighting fortresses. Their main responsibilities are as follows:

      (1) Study, publicize, and implement the Party's theories, lines, principles, and policies; publicize and implement the resolutions of the Party Central Committee, higher-level Party organizations, and the current organization; unite and lead the staff and workers to accomplish all tasks of the unit.

      (2) Participate in the decision-making on major issues of the unit in accordance with regulations and support the person in charge of the unit in carrying out their work.

      (3) Do a good job in educating, managing, supervising, and serving Party members, as well as developing new Party members, strictly observe Party organizational life, organize Party members to strive for excellence, and give full play to the vanguard and exemplary role of Party members.

      (4) Maintain close ties with the staff and workers, promote the resolution of their reasonable demands, and earnestly do a good job in ideological and political work. Lead the trade unions, Communist Youth League organizations, women's organizations and other mass organizations of the unit, and support them in carrying out their work independently and responsibly in accordance with their respective charters.

      (5) Supervise Party members, cadres and other staff of the enterprise to strictly abide by national laws and regulations as well as the enterprise's financial, economic and personnel systems, and safeguard the interests of the state, the collective and the people.

      (6) Put forward opinions and suggestions on Party building and Party work in a realistic and pragmatic manner, and promptly report important information to higher-level Party organizations. Notify Party members and the masses of the work of the Party in accordance with regulations.

      Chapter IV Party Leadership and Corporate Governance

      Article 13 State-owned enterprises shall incorporate the requirements for Party building work into their articles of association, specifying important matters such as the functions, powers, institutional setup, operational mechanisms, and basic guarantees of Party organizations. It shall be made clear that the research and discussion by Party organizations is a pre-procedure for the board of directors and the management to make decisions on major issues, so as to consolidate the legal status of Party organizations in the corporate governance structure.

      Article 14 Adhere to and improve the leadership system of "two-way entry and cross-appointment". Eligible members of the Party committee (Party group) can enter the board of directors, board of supervisors, and management through legal procedures, and eligible Party members among the members of the board of directors, board of supervisors, and management can enter the Party committee (Party group) in accordance with relevant regulations and procedures.

      In general, the secretary of the Party committee (Party group) and the chairman of the board shall be held by the same person, and the general manager who is a Party member shall serve as the deputy secretary. If, due to work needs, a leading person of a higher-level enterprise is to concurrently serve as the chairman of the board, the secretary of the Party committee may be held by the general manager who is a Party member or be separately appointed, depending on the actual situation of the enterprise.

      Independent legal entities that do not have a board of directors but only have executive directors generally have one person serving as the party secretary and executive director. If the general manager is appointed as a party member, he should generally serve as the deputy secretary of the party committee.

      Whether to establish separate party secretaries and general managers for non independent legal entities such as branch offices shall be determined based on actual circumstances. Generally, the party secretary serves as the deputy general manager, and the party member general manager serves as the deputy secretary of the party committee.

      Central enterprise party committees (party groups) are equipped with full-time deputy secretaries, who generally enter the board of directors and do not serve in the management level, and are responsible for carrying out party building work. Large scale central enterprises and local state-owned enterprise party committees with a large number of employees and party members may be equipped with full-time deputy secretaries. The head of the internal disciplinary inspection organization in the party committee (party group) of state-owned enterprises generally does not concurrently hold other positions. If it is necessary to concurrently hold such positions, approval from the higher-level party organization shall be obtained.

      The party organizations of state-owned enterprises implement a system that combines collective leadership with individual division of labor and responsibility. Members of the party organization leadership team who enter the board of directors, supervisory board, and management must implement the decisions of the party organization.

      Article 15: Major operational and management matters of state-owned enterprises must be studied and discussed by the Party committee (Party group) before being decided by the board of directors or management. The main topics of research and discussion include:

      (1) Major measures to implement the decisions and deployments of the Party Central Committee and the national development strategy;

      (2) Enterprise development strategy, medium - to long-term development plan, and important reform proposals;

      (3) Principles and directional issues in corporate asset restructuring, property rights transfer, capital operation, and large-scale investment;

      (4) Establishment and adjustment of enterprise organizational structure, formulation and modification of important rules and regulations;

      (5) Major issues related to enterprise safety production, maintaining stability, employee rights and interests, social responsibility, etc;

      (6) Other important matters that should be studied and discussed by the Party committee (Party group).

      The party committee (Party group) of state-owned enterprises should formulate a list of research and discussion items based on the actual situation of the enterprise, clarify the rights and responsibilities of the party committee (Party group) and other governance entities such as the board of directors, supervisory board, and management.

      For the Party branch (general Party branch) of an independent legal entity enterprise that has decision-making power over major matters concerning personnel, finances and assets and does not have a Party committee, the secretary and members are generally held by responsible persons who are Party members, and the Party branch (general Party branch) conducts collective research and examination on major issues of the enterprise.

      Article 16 Party organizations in state-owned enterprises shall, in accordance with the administrative authority over cadres, standardize procedures such as proposal initiation and nomination, organizational inspection, and discussion and decision-making. They shall implement the requirements of being loyal to the Party, brave in innovation, competent in enterprise management, effective in enterprise development, and honest and clean. They shall do a good job in selecting and appointing enterprise leading personnel, step up efforts to train and select outstanding young leading personnel, strengthen the management and supervision of enterprise leading personnel, and ensure the Party's leadership over cadre and personnel work and its management over important cadres.

      Implement the strategy of strengthening enterprises through talents, improve mechanisms for talent cultivation, introduction, and utilization, focus on work related to enterprise management talents, professional and technical talents, highly skilled talents, and talents in short supply in special fields, stimulate and protect the spirit of entrepreneurs, and create a favorable environment that encourages innovation and entrepreneurship.

      Article 17 Improve the democratic management system with the workers' congress as the basic form, explore effective ways for workers to participate in management, promote the openness of factory affairs and business operations, safeguard workers' rights to know, participate, express and supervise, and protect their legitimate rights and interests. Major decisions shall listen to the opinions of workers, and major issues involving the vital interests of workers must be deliberated by the workers' congress or the workers' meeting. Adhere to and improve the system of worker directors and worker supervisors to ensure that worker representatives participate in corporate governance in an orderly manner.

      Chapter V Building of the Party Member Contingent

      Article 18 Party organizations in state-owned enterprises shall adhere to the combination of centralized education and regular education. They shall adopt such methods as centralized training sessions, study sessions of the theoretical learning center group of the Party committee (Party group), theoretical lectures, and online learning and training to strengthen education in political theory, the Party's purpose, the Party Constitution, Party rules and disciplines, and revolutionary traditions. They shall organize and guide Party members to earnestly study the history of the Party, the history of New China, and the history of reform and opening up, promote the regular and institutionalized learning and education of "studying the Party Constitution and Party regulations, studying a series of speeches, and becoming qualified Party members", and take staying true to the original aspiration and keeping the mission in mind as an eternal task for strengthening Party building and a lifelong task for all Party members and cadres, so as to form a long-term mechanism.

      Article 19 Strictly observe the Party's organizational life, earnestly hold democratic meetings and organizational meetings, improve the quality of "three meetings and one lesson" (meetings of the Party branch committee, general meetings of Party branch members, meetings of Party groups, and Party lectures), implement systems such as heart-to-heart talks, democratic evaluation of Party members, and themed Party days, and enhance the political nature, contemporaneity, principle, and combativeness of inner-Party political life. Adhere to effective practices such as revisiting the Party membership oath and the Party application form, and implement the system where leading Party members give Party lectures.

      Article 20 Strengthen the daily management of Party members, promptly transfer Party members' organizational relationships, urge Party members to pay membership dues on time and in full, and enhance their sense of Party membership. Strengthen and improve the management and services for young Party members, migrant worker Party members, Party members going abroad (overseas), mobile Party members, and Party members who are dispatched workers. Provide targeted management and services for retired employee Party members, as well as Party members of employees in merged, restructured, and bankrupt enterprises.

      Care for Party members politically, ideologically, in their work and life, establish and improve the mechanism for care and assistance within the Party. Visit and console recipients of meritorious honors, commendations and awards on important festivals, anniversaries and other occasions, keep in regular contact with and care for Party members disabled in the line of duty, veteran Party members, Party members with financial difficulties, as well as the families of Party members who died or sacrificed their lives in the line of duty, and help solve practical problems.

      Strictly enforce Party discipline. For Party members who violate Party discipline, conduct education or handle them in a timely manner in accordance with relevant intra-Party regulations.

      Article 21 Develop Party members in accordance with the general requirements of controlling the total quantity, optimizing the structure, improving the quality, and giving play to their roles, as well as relevant regulations. Adhere to putting political standards first, attach importance to developing Party members among front-line production and operation personnel, young employees, and high-knowledge groups, and strive to have Party members in every work team. Pay attention to cultivating production and operation backbones into Party members and Party members into production and operation backbones. For outstanding talents such as technical experts and young specialists, Party organizations shall strengthen contact with them and focus on their cultivation.

      Article 22 Carry out Party organization activities in close combination with the production and operation of enterprises. Through setting up Party member responsibility zones, Party member model posts, Party member assault teams, Party member service teams and other forms, guide Party members to strive for excellence, overcome difficulties, and strive to be experts in production and operation, models of innovation and entrepreneurship, pacesetters in improving efficiency, and pioneers in serving the people.       Chapter VI Political Building of the Party

      Article 23 Party organizations of state-owned enterprises must prioritize the political construction of the Party, shoulder the responsibility of political construction of the Party, elevate their political position, strengthen political guidance, enhance their political capabilities, cultivate political ecology, prevent political risks, resolutely implement the decisions and deployments of the Party Central Committee, promote enterprises to focus on their main responsibilities and businesses, serve the national development strategy, and fully fulfill their economic, political, and social responsibilities.

      Article 24 Adhere to arming Party members, cadres and employees with the Party's innovative theories, highlight political education and political training, promote Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era to enter enterprises, workshops, work teams and people's minds, and guide employees and the masses to listen to the Party and follow the Party. Carry out publicity and education on socialism with Chinese characteristics and the realization of the Chinese Dream of national rejuvenation, strengthen education on patriotism, collectivism and socialism, and do a good job in situation and policy education.

      Article 25 Adhere to guiding the construction of enterprise culture with socialist core values, inherit and carry forward the fine traditions and work styles of state-owned enterprises, cultivate the feelings for the country and the family, strengthen the fighting spirit to cope with challenges, and enhance the spirit of rejuvenating the industry and serving the country through industrial development. Deepen the creation of civilized units, organize and carry out post skill competitions and mass cultural and sports activities, promote the spirit of model workers and craftsmen, vigorously publicize and commend advanced models, give play to their exemplary and leading role, and cultivate a contingent of state-owned enterprise employees in the new era who have ideals and beliefs, master skills and are capable of innovation, dare to take responsibilities and are dedicated to their work.

      Article 26 Take ideological and political work as a regular and fundamental task, combine solving ideological problems with addressing practical issues, do more work that wins people's hearts, warms people's hearts, and stabilizes people's minds, actively build harmonious labor relations, and strive to resolve conflicts at the grassroots level. Improve and implement systems such as leading personnel of enterprises having contact points at the grassroots level and Party members pairing up with employees for guidance and assistance, regularly analyze the ideological dynamics of employees, and provide targeted humanistic care and psychological counseling. Pay attention to doing in-depth and meticulous ideological work during the process of enterprise reform and restructuring, resolving excess capacity, disposing of "zombie enterprises", and enterprise bankruptcy, solve the difficulties of employees and the masses, and guide them to support and participate in the reform.

      Article 27 Adhere to the principle that Party building leads mass organization building, give full play to the role of mass organizations as bridges and ties, promote mass organizations to unite and mobilize employees and the masses to make contributions to enterprise reform, development, production and operation, do more good deeds and solve difficulties for employees and the masses, and safeguard and develop the interests of employees and the masses.
      Chapter VII Intra-Party Democracy and Supervision

      Article 28 Party organizations in state-owned enterprises shall ensure Party members' rights to know, participate, vote, and supervise, smooth the channels for Party members to participate in intra-Party affairs, promote the openness of Party affairs, and establish and improve systems such as regular evaluation of the leading bodies of Party organizations by Party members. They shall implement the tenure system for deputies to Party congresses, improve systems such as deputies' contact with Party members and the masses, and actively reflect the opinions and suggestions of primary-level Party organizations and Party members.

      Article 29 Fulfill the responsibility of comprehensively and strictly governing the Party, strengthen political supervision, and enhance supervision and inspection over the implementation of the Party's theories, lines, principles, policies, and major decision-making arrangements. Strictly implement the spirit of the Central Government's Eight-Point Regulation and its implementing rules, and firmly oppose formalism, bureaucracy, hedonism, and extravagance. Strengthen supervision over the implementation of systems, strengthen supervision over key positions and important personnel in enterprises, especially the principal persons in charge, intensify supervision over key departments and units with concentrated power, intensive funds, rich resources, and aggregated assets, highlight supervision over key links such as decision-making on "three major issues and one big matter" (major issues, major projects, major personnel appointments, and large amounts of funds), project bidding, restructuring and reorganization, property rights changes and transactions, and seriously investigate and deal with violations of regulations and disciplines such as embezzlement and squandering of state-owned assets and interest transmission. If the problem is serious, it shall be reported to the higher Party organization in a timely manner.

      Article 30 Fulfill the responsibility of intra-Party supervision, establish and improve intra-Party supervision systems and mechanisms, strengthen daily management and supervision, and give full play to the supervisory role of internal disciplinary inspection organizations, Party committee working institutions, primary-level Party organizations and Party members. Strengthen Party spirit education, purpose education and warning education for enterprise leading personnel, implement the system of heart-to-heart talks, increase efforts in reminding, inquiry, and admonition, and urge enterprise leading personnel to exercise power in accordance with regulations and laws and perform their duties with integrity through methods such as inspections, assessments, research and supervision, handling of letters and visits reports, and random checks and verification of reports on personal relevant matters.

      Make good use of supervisory forces such as the enterprise supervisory board, auditing, legal, and financial departments, give play to the role of supervision by employees, society, and public opinion, promote the organic integration and mutual coordination of various types of supervision, form a joint supervision force, and improve supervision efficiency.

      Article 31 The internal disciplinary inspection organizations of state-owned enterprises shall perform their duties of supervision, discipline enforcement, and accountability, assist the Party committees in promoting comprehensive and strict governance of the Party, strengthening Party conduct, and organizing and coordinating anti-corruption work, accurately apply the "four forms" of supervision and discipline enforcement, and resolutely punish and prevent corruption.

      The discipline inspection and supervision agencies stationed in enterprises by discipline inspection commissions and supervision commissions at all levels shall perform disciplinary inspection and supervision duties in accordance with authorization, exercise supervision over the enterprise's Party committee (Party group) on behalf of the higher-level discipline inspection commission and supervision commission, and urge and promote the Party committee (Party group) of state-owned enterprises to fulfill the main responsibility for comprehensively and strictly governing the Party.

      Chapter VIII Leadership and Guarantee

      Article 32 Party committees at all levels shall incorporate the Party building work of state-owned enterprises into their overall work plans and the overall plan for Party building. In accordance with the principle of unifying the management of personnel and Party building, they shall improve a rigorous system that connects the upper and lower levels and ensures effective implementation, and form a work pattern where the Party committee exercises unified leadership, the organizational department of the Party committee takes the lead and coordinates overall efforts, the Party group (Party committee) of the state-owned assets supervision and administration department provides specific guidance and daily management, relevant departments cooperate closely, and the enterprise's Party organization performs its duties and assumes its responsibilities. The Central Organization Department is responsible for the macro-guidance of the Party building work of state-owned enterprises across the country.

      The Party building work of enterprises (units) directly under central enterprises shall be mainly led and guided by the Party committees (Party groups) of central enterprises, with assistance from Party committees at or above the city and prefecture level where the enterprises are located.

      The Party committees of central-administered financial enterprises exercise vertical leadership over the Party organizations in their own systems and are responsible for doing a good job in Party building in their own systems.

      Article 33 The Party organizations of state-owned enterprises shall perform the main responsibility for Party building. The secretary shall perform the duty of the primary responsible person, the full-time deputy secretary shall perform the direct responsibility, the person in charge of the internal disciplinary inspection organization shall perform the supervisory responsibility, and other members of the leading group of the Party organization shall perform the "dual responsibilities for one post". Party members who are members of the board of directors, the board of supervisors and the management shall actively support and take the initiative to participate in the enterprise's Party building work.

      Party organizations at all levels shall strengthen supervision and inspection over the implementation of the responsibility system for Party building work, transmit pressure at all levels, and promote the implementation of work.

      Article 34 Fully implement the work of Party organization secretaries reporting on their performance in grassroots Party building, conducting evaluation and assessment. Strengthen the application of assessment results, which shall be notified within a certain scope and serve as an important basis for the assessment of the political quality and comprehensive evaluation of enterprise leading personnel.

      The Party organizations of enterprises shall, at the beginning of each year, comprehensively report to the higher-level Party organizations on the work of Party building in the previous year. Members of the leading bodies of the Party organizations shall regularly report to their own enterprise's Party organizations on the work they have done in promoting Party building.

      Article 35 In accordance with the principles of facilitating the strengthening of Party work as well as being streamlined, efficient and coordinated, Party committees of state-owned enterprises shall set up working institutions such as offices, organization departments, and publicity departments based on actual needs. Relevant institutions may be co-located with enterprise management departments that have similar functions. The management of leading personnel and the building of primary-level Party organizations shall generally be uniformly responsible by one department; if they are under two departments, they shall be managed by the same member of the leading team.

      Article 36 In light of the number of enterprise employees and actual needs, a certain proportion of full-time and part-time Party workers shall be allocated. Efforts shall be made to select and appoint competent Party organization secretaries, and the position of Party branch secretary shall be regarded as an important stepping stone for cultivating and selecting enterprise leading personnel. Attention shall be paid to selecting Party member backbones who have good political quality, are familiar with operation and management, have an upright work style, and enjoy prestige among employees to engage in enterprise Party building work, and the position of Party work shall be taken as an important platform for cultivating versatile talents in enterprises. The policy of equal rank and equal treatment shall be strictly implemented, and two-way exchanges between Party workers and other operation and management personnel shall be promoted.

      Strengthen the training of Party branch secretaries and Party affairs workers, ensuring that Party branch secretaries and Party affairs workers participate in centralized training at least once a year. Newly appointed Party branch secretaries should generally complete their post-holding training within half a year.

      Article 37 Secure the operating funds for enterprise Party organizations through channels such as inclusion in management expenses and retained party fees, and incline such funds toward the frontline of production and operation. The part included in management expenses shall generally be arranged at a proportion of 1% of the total wages of the enterprise's employees in the previous year and shall be incorporated into the enterprise's annual budget. Integrate and utilize various resources to build and make good use of the activity venues for Party organizations.

      Establish a regular supervision and guidance mechanism for the work of Party branches, promote the standardized and institutionalized development of Party branches, and ensure the rectification and improvement of weak and lax primary-level Party organizations. Attach importance to using network information technology and new media platforms to enhance the attractiveness and effectiveness of Party organization activities as well as the education and management of Party members.

      Article 38 Adhere to the principle that those who are responsible must be held accountable, and those who fail to fulfill their responsibilities must be investigated. For those who do not attach importance to the ideological work of Party building in state-owned enterprises or are ineffective in their work, they shall be promptly reminded, interviewed, or criticized in a circular, and ordered to rectify within a time limit. Those who violate the provisions of these Regulations shall be held accountable in accordance with relevant regulations.

      Chapter IX Supplementary Provisions

      Article 39 These Regulations shall apply to wholly state-owned enterprises, wholly state-funded enterprises, and enterprises in which state-owned capital holds an absolute controlling stake. For enterprises in which state-owned capital holds a relative controlling stake and has actual control, these Regulations shall be implemented by reference in light of actual circumstances.

      Article 40 These Regulations shall be interpreted by the Central Organization Department.

      Article 41 These Regulations shall come into force as of December 30, 2019. For other provisions concerning the work of Party organizations in state-owned enterprises, if there is any inconsistency with these Regulations, these Regulations shall prevail.
