      CHAPTER I GENERAL PROVISIONS

      Article 1 These Regulations are formulated in accordance with the Constitution of the CPC in order to implement the spirit of the 19th National Congress of the Communist Party of China, promote comprehensive and strict governance of the Party, strengthen and standardize the work of making Party affairs public, develop inner-party democracy, strengthen inner-party supervision, enable the majority of Party members to better understand and participate in inner-party affairs, mobilize and organize the people to implement the Party's theories, lines, principles and policies, and improve the Party's ability to govern and leadership.

      Article 2: The term 'Party affairs disclosure' as used in these Regulations refers to the disclosure of relevant affairs related to the implementation of Party leadership activities and the strengthening of Party building by Party organizations within or outside the Party in accordance with regulations.

      Article 3: This regulation applies to the central, local, and grassroots organizations of the Party, as well as the Party's disciplinary inspection organs, working organs, and other Party organizations.

      Article 4: The disclosure of party affairs shall follow the following principles:

      (1) Adhere to the correct orientation. We must uphold and safeguard the authority of the Party Central Committee with Comrade Xi Jinping at its core and its centralized, unified leadership, earnestly implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, firmly establish the "Four Consciousnesses", strengthen the "Four Confidences", plan and advance Party affairs disclosure in the great practice of socialism with Chinese characteristics for a new era, and implement the requirement of upholding and improving Party leadership throughout all aspects and the entire process of Party affairs disclosure.

      (2) Adhere to promoting democracy. Guarantee the democratic rights of Party members, implement their rights to know, participate, vote, and supervise, better mobilize the enthusiasm, initiative, and creativity of the whole Party, promptly respond to the concerns of Party members and the people, and promote implementation, supervision, and improvement through openness.

      (3) Adhere to being proactive and steady. Attach importance to the connection and linkage between Party affairs disclosure and government affairs disclosure, coordinate the work of Party affairs disclosure at all levels and in all fields, generally prioritize disclosure within the Party over that outside the Party, implement it by classification, and strive for practical results.

      (4) Adhere to the rule of law and regulations.       Chapter 2 Public Content and Scope

      Article 7: The implementation of the Party's basic theories, basic lines, and basic strategies by Party organizations, the leadership of economic and social development, the implementation of the responsibility of comprehensively governing the Party strictly, the strengthening of Party building, as well as the functions and institutions of Party organizations, shall generally be made public, except for matters involving Party and state secrets that cannot be disclosed or are not suitable for disclosure according to relevant regulations.

      Article 8: Party organizations shall reasonably determine the scope of disclosure based on the degree of connection between Party affairs and Party members and the masses

      (2) Party affairs that involve major issues related to Party building or the obligations and rights of Party members, and require universal knowledge and compliance by all Party members, shall be made public throughout the Party;

      Article 9: The central organization of the Communist Party of China shall publicly disclose the Party's theories, line, principles, and policies, manage major decisions and deployments related to Party and state governance, important speeches and instructions by General Secretary Xi Jinping, important meetings, activities, and personnel appointments and removals of the Party Central Committee, and strengthen the self construction of the Party Central Committee, the Central Political Bureau, and the Standing Committee of the Central Political Bureau.

      Article 10: Local Party organizations shall disclose the following information:

      (1) The situation of studying and implementing the decision - making and deployment of the CPC Central Committee and superior organizations, and firmly safeguarding the authority of the CPC Central Committee with Comrade Xi Jinping as the core and its centralized, unified leadership;

      (2) The arrangements for the economic and social development of the region, major reform matters, major people's livelihood measures and other major decisions and the progress in their implementation, as well as the emergency response to major emergencies;

      (3) Fulfill the main responsibility for comprehensively governing the Party with strict discipline, adhere to and implement the principle of democratic centralism, conduct intraparty political activities in a serious manner, and take overall responsibility for the work of Party building in the region;

      (4) Information on important Party meetings, activities, and important personnel appointments and removals in the region;

      (5) The situation of local Party committees in strengthening their own building;

      (6) Other party affairs that should be made public.

      Article 11: Grassroots Party organizations shall publicly disclose the following:

      (1) The situation of studying and implementing the decision - making and deployment of the CPC Central Committee and superior organizations, and firmly safeguarding the authority and centralized, unified leadership of the CPC Central Committee with Comrade Xi Jinping as the core;

      (2) Term work objectives, phased work deployment, key work tasks, and implementation status;

      (3) Strengthening ideological and political work, conducting intra party learning and education, organizing education and training for party members, and implementing the "three meetings and one lesson" system;

      (4) General election, establishment of party organizations, development of party members, democratic evaluation, convening of organizational life meetings, safeguarding the rights of party members, collection and management of party fees, and self construction of party organizations;

      (5) Prevent and correct the phenomenon of "Four Winds", and contact and serve party members and the masses;

      (6) Implementing the political responsibility of governing the Party, strengthening the construction of Party conduct and clean governance, and imposing organizational and disciplinary actions on Party members;

      (7) Other party affairs that should be made public.

      Article 12: The disciplinary inspection organs of the Party shall publicly disclose the following contents:

      (1) The situation of studying and implementing the major policies and guidelines of the Central Committee of the Communist Party of China and its major decision - making arrangements, firmly safeguarding the authority of the Central Committee with Comrade Xi Jinping as the core and its centralized, unified leadership, and implementing the work arrangements of the local Party committee and the superior discipline inspection organ;

      (2) The conduct of discipline education, the strengthening of discipline building, and the maintenance of the Party Constitution, Party rules, and Party discipline;

      (3) To investigate and punish cases of misconduct and corruption that violate the spirit of the Central Eight point Regulation, occur around the masses, and have a negative impact;

      (4) Filing and organizing investigations into serious violations of discipline and suspected illegal activities by party members and leading cadres, and imposing disciplinary actions such as expulsion from the party;

      (5) Accountability for serious dereliction of duty and irresponsibility of party members and leading cadres;

      (6) Strengthening the self construction of disciplinary inspection agencies;

      (7) Other party affairs that should be made public.

      Article 13: Party working organs, Party committee dispatched organs, Party committee affiliated institutions, and Party groups shall determine the content of public disclosure in accordance with the provisions of Article 7, Paragraph 1 of these Regulations and based on actual circumstances.

      The Party's working organs and institutions directly under the Party committee should focus on publicizing the implementation of Party committee decisions and deployments, and the progress of Party work.

      The organs dispatched by the Party committee shall focus on publicizing the work of the Party in their respective regions, fields, industries, and systems under the leadership of the Party committee.

      The Party group should focus on publicly disclosing the leadership role and implementation of the Party building work responsibility system in the unit.

      Article 14: Party organizations shall compile a list of party affairs disclosure in accordance with the content and scope of party affairs disclosure stipulated in these Regulations, and dynamically adjust it according to the requirements of their duties and tasks. The directory of party affairs disclosure shall be submitted to the higher-level organization of the party for filing, and shall be made public within the party or to the society in accordance with regulations.

      The Central Commission for Discipline Inspection and various central departments should strengthen guidance on the compilation of the Party Affairs Disclosure Catalogue in their respective systems and fields.

      Chapter 3 Public Procedures and Methods

      Article 15: Any matter listed in the Party Affairs Disclosure Catalogue shall be promptly and proactively disclosed by the relevant Party organizations in accordance with the following procedures:

      (1) Propose. The relevant departments of the Party organization shall study and propose a plan for the disclosure of Party affairs, and formulate the content, scope, time, and methods of the disclosure.

      (2) Review. The relevant departments of the Party organization shall conduct confidentiality review and review from the aspects of necessity, accuracy, etc.

      (3) Approval. The party organization shall review and approve the party affairs disclosure plan in accordance with its authority, and those exceeding its authority must be submitted for approval according to the procedures.

      (4) Implementation. The relevant departments of the Party organization shall implement the disclosure of Party affairs in accordance with the approved plan.

      Article 16: Party organizations shall choose appropriate disclosure methods based on the content and scope of party affairs disclosure.

      Publicly disclosed within the party generally adopts methods such as convening meetings, issuing documents, compiling and distributing briefings, and publishing on the local area network. If it is open to the public, it generally adopts the methods of issuing bulletins, holding press conferences, accepting interviews, publishing in newspapers, radio, television, the Internet, new media, and public columns, and gives priority to the use of party newspapers, party journals, radio and television stations, key news websites and other party media for distribution.

      The central disciplinary inspection organs of the Party, relevant working organs of the Party Central Committee, local Party committees at or above the county level, local disciplinary inspection organs, and relevant working organs of local Party committees shall establish and improve the system of Party committee spokespersons, gradually establish a routine release system, and timely and accurately release important Party affairs information.

      Article 17: If the disclosure of party affairs can achieve resource sharing with carriers and platforms such as government affairs disclosure, factory affairs disclosure, village (residential) affairs disclosure, and public institution affairs disclosure, they should be used in a coordinated manner.

      Conditional party organizations can establish a unified platform for disclosing party affairs information.

      Article 18: Pay attention to monitoring and feedback on information related to party affairs disclosure, and promptly report any significant public opinion reactions. If any untrue, incomplete, or inaccurate information is found, it should be clarified and guided in a timely manner.

      Article 19: Establish and improve systems for party members to attend party committee meetings, party congress representatives to attend party committee meetings, report and reflect on party affairs, consult on party affairs, solicit opinions on major decisions, publicly disclose major issues, and conduct social hearings. Develop and make good use of new forms of party affairs disclosure, and continuously expand the breadth and depth of party members and the masses' participation in party affairs disclosure.

      Chapter 4 Supervision and Accountability

      Article 20: Party organizations shall include the disclosure of Party affairs as an important content in their reports to higher-level organizations or special reports on Party building work.

      Article 21: Party organizations shall regard the disclosure of Party affairs as an important part of fulfilling their political responsibility to comprehensively and strictly govern the Party, and assess subordinate organizations and their main responsible persons.

      The Party organization shall report the disclosure of Party affairs to relevant Party members and the masses every year, and include it in the scope of Party member democratic evaluation, actively listening to the opinions of the masses.

      Article 22: Party organizations shall establish and improve a mechanism for supervising the disclosure of Party affairs, conduct regular inspections and special inspections, and combine special inspections with inspections and assessments of the Party conduct and clean governance responsibility system, Party building work, etc. The inspection situation should be reported within an appropriate scope.

      Article 23: For those who violate the provisions of these Regulations and cause adverse consequences, the relevant party organizations, party members, leading cadres, and staff shall be held accountable in accordance with regulations and discipline.

      CHAPTER 5 SUPPLEMENTARY PROVISIONS

      Article 24: The Central Military Commission may formulate regulations on the disclosure of party affairs in accordance with these Regulations.

      Article 25: The Central Commission for Discipline Inspection, central departments, and party committees of provinces, autonomous regions, and municipalities directly under the Central Government shall formulate implementation rules in accordance with this Regulation.

      Article 26: These Regulations shall be interpreted by the General Office of the Central Committee in conjunction with the Organization Department of the Central Committee.

      Article 27: This regulation shall come into effect on December 20, 2017.
